The Migration Department of the Deputy Ministry of Migration and International Protection of the Republic of Cyprus proudly announces that, as of Monday, July 7, 2025, it will officially begin accepting applications for the European Union (EU) Blue Card.

The EU Blue Card is a residence and work permit designed for highly qualified workers from non-EU and non-EEA countries, allowing them to live and work in Cyprus and other EU member states (excluding Denmark and Ireland).

Sectors Open for EU Blue Card Employment in Cyprus:

The Republic of Cyprus will issue EU Blue Cards for employment in high-demand, high-skill sectors, including:

  • Information and Communication Technologies (ICT)
  • Pharmaceuticals (for research purposes only)
  • Shipping (excluding captains and ship crew)

To be eligible, applicants must meet the minimum gross annual salary threshold of €43,632.

EU Blue Card duration:

  • The permit can be valid for up to three consecutive years, depending on the length of the employment contract.
  • The EU Blue Card is typically valid for 24 to 36 months.
  • If the employment contract is shorter, the Blue Card will be valid for the length of the contract plus 3 months, but not more than 24 months.

Application Processing Time:

  • Standard EU Blue Card applications are processed within 90 days, as long as all required documents are submitted.
  • Applications for long-term mobility are processed within 30 days, provided they are complete.
  • If any information or documents are missing, the processing time may be extended.

Change of Employer – EU Blue Card:

A change of employer is permitted through the submission of a renewal application for the EU Blue Card due to the change in employment.

During the first 12 months of legal employment in the Republic of Cyprus:

  • The EU Blue Card holder must wait 30 days before commencing new employment. This period allows the competent authorities to verify that the relevant conditions for admission are still met.

After 12 months of legal employment:

  • The EU Blue Card holder may commence new employment immediately upon submission of the application.

Temporary Unemployment:

The EU Blue Card shall not be withdrawn in the event of unemployment, except where:

  • The unemployment period exceeds three (3) months, and the cardholder has held the EU Blue Card for less than two (2) years; or
  • The unemployment period exceeds six (6) months, and the cardholder has held the EU Blue Card for at least two (2) years.

During periods of unemployment, EU Blue Card holders are allowed to seek and accept new employment.

Cardholders must notify the Migration Department of both the commencement and conclusion of any unemployment period.

Re-entry into the Republic of Cyprus:

If an EU Blue Card application has been submitted and is pending examination:

  • Re-entry into the Republic is permitted upon presentation of the payment receipt, which bears a re-entry stamp.

In the event of loss of the payment receipt:

The applicant must apply for a re-entry permit before leaving Cyprus.

This requires:

  • A valid passport
  • A completed application form (provided on-site)
  • Stamp duties amounting to €10.25

Requests are generally processed immediately.

Please note that re-entry permits are granted only for serious reasons, such as medical emergencies.

Holders of a valid EU Blue Card may re-enter the Republic regardless of the duration of their absence.
